Mrs. John Carl Foster, Jr., of York, Pennsylvania, was the 1979‑1982 National President, the nineteenth to hold the office. She had previously served as National Recording Secretary. Her National Presidents Project was the “William Penn Fund,” with contributions used to place a granite statue of William Penn in Philadelphia’s Penn Treaty Park. The statue was dedicated with appropriate ceremony on April 24, 1982, immediately preceding the final General Assembly of Mrs. Fosters administration.
